US Ambassador Urges Immediate Action on Disarmament in Ethiopia's Tigray Region

On June 7, 2025, Addis Ababa – U.S. Ambassador to Ethiopia, Ervin Massinga emphasized the importance of identifying methods to swiftly revitalize the Cessation of Hostilities Agreement (CoHA) with the aim of promoting disarmament and reintegration processes.
On November 2, 2022, the Pretoria Peace Agreement represented a significant milestone in efforts to bring an end to the conflict in northern Ethiopia.
It should be remembered that during a discussion held last February about the implementation report on the accomplishments of the Pretoria Peace Agreement process, it was highlighted that the rehabilitation programs for ex-combatants in the Tigray region, the distribution of humanitarian assistance, and rebuilding efforts are seen as concrete outcomes of the peace accord.
Right after signing the peace deal, the Federal Government swiftly took major steps to reinstate various essential services in the area, including banking operations, air travel, and communication networks. Additionally, they initiated infrastructure rebuilding efforts, allowing citizens to see firsthand how the peace treaty improved their lives.
During his address to the House of People’s Representatives several months back, Prime Minister Abiy Ahmed highlighted the significance of the Pretoria Peace Accord. This agreement has helped reconstruct vital infrastructures and restore essential services for the residents of Tigray.
The United States contributed to the establishment of this accord, guaranteeing that peace returned to the area. Besides helping to broker the deal, the U.S. administration has also been actively backing its execution, striving for enduring stability.
During an interview with the Ethiopian News Agency (ENA), U.S. Ambassador to Ethiopia, Ervin Massinga, commended the accord for its efficacy in quieting weapons in the Tigray area.
The ambassador stated, "Begin by celebrating the Pretoria agreement, as it silenced the weapons from firing in that horrific conflict, and resumed essential services for Tigray."
Ambassador Ervin Massinga has regularly visited Tigray to personally assess the advancement of implemented measures. Despite recognizing significant progress, he stressed the importance of carrying out disarmament efforts and tackling issues related to displaced individuals, who still face numerous challenges.
The ambassador stated, "It is crucial to swiftly rejuvenate the ceasefire agreement and facilitate people returning home, alongside addressing disarmament and reintegration as part of the Cessation of Hostilities Agreement (CoHA)."
He emphasized that all participating parties fully grasp the U.S. stance, which is to progress towards enduring peace and stability rather than retreating.
It should be highlighted that according to a recent declaration, Getachew Reda, who previously led Tigray’s transitional government, stated that the implementation of the Pretoria peace accord, the return of internally displaced people, and the reintegration of ex-combatants have all faced obstacles due to our internal conflicts.
